A fast-growing but congested market where surging solar drives frequent negative prices and record curtailment โ made attractive for BESS by a supportive storage law and a lucrative capacity market.
Negative wholesale prices appeared on the TGE day-ahead market in 2023 and became frequent in 2024, alongside deeper European coupling and the 15-minute balancing reform (14 June 2024). Poland's net-billing prosumer system (mandatory for new PV since 1 April 2022) pays nothing for exported energy when the hourly price (RCE) is negative; prosumers who joined before 1 July 2024 were returned to monthly-average pricing (RCEm) from 1 Feb 2025 after backlash.
PSE curtailed roughly 731 GWh of renewables in 2024, rising above 1,131 GWh by September 2025 โ so far driven mainly by surplus/balancing rather than local grid limits. Article 9c of the Energy Law provides compensation for non-market redispatch, but eligibility is limited and payments are reported as slow and low, because they track the low/negative prices prevailing during high-PV periods.
Poland's May 2021 Energy Law amendment gave storage a clear regulatory status and eliminated double charging โ storage no longer pays network charges as both consumer (charging) and generator (discharging). It also grants a 50% discount on grid-connection fees for storage; systems over 50 kW must register and those over 10 MW require a licence.
Day-ahead and intraday on TGE (coupled to SDAC/SIDC), PSE balancing (15-minute products from June 2024), and โ most significantly โ the capacity market (rynek mocy). The 2024 auction awarded roughly 2.5 GW of BESS obligations on 17-year contracts around PLN 264.90/kW/yr; the December 2025 round awarded markedly less after the de-rating factor was cut to ~13.39%.
