Negative day-ahead hours on OMIE are rising fast — around 569 by end-October 2025, more than Germany — pushing the PV capture rate down to roughly 57%. Plants under the regulated RECORE remuneration see their settlement effectively suspended during negative hours, and merchant/PPA contracts have responded with €0/MWh floors. Royal Decree 917/2025 eases the 'equivalent operating hours' metric that drives RECORE revenue (exact thresholds to be confirmed against the decree).
Red Eléctrica (REE) can curtail renewables for grid security; Phase-I technical-restriction curtailment carries no financial compensation unless a PPA provides a 'deemed energy' clause. RD 917/2025 reorders downward-redispatch priority and adds real-time telemetry/control obligations for storage ≥5 MW mainland (effective 1 June 2026).
The reform reclassifies storage as a public utility rather than a mere consumer; reporting indicates charging for flexibility is not subject to consumption grid tolls (peajes), i.e. storage is not meant to be double-charged on charge and discharge. Verify against the primary CNMC tariff resolution before treating as definitive.
Day-ahead and intraday on OMIE (IDA auctions + IDC continuous), plus aFRR/mFRR/RR balancing via REE since Spain joined PICASSO and MARI in 2025, and the mandatory technical-constraints market. A centralized capacity remuneration mechanism is planned (awaiting EU State-aid clearance) — not yet live.
